He's not legendary. He has no backstory...he has no legendary stats...he's not one of a kind(well, you can breed it and get a Rotom)...he has no significance to the world or its history...
Rotom =/= legendary.

I still think Rotom is a Legendary but I also like it very much.
Is Missingno. a legendary? Or just a glitch?
Isn't Jirachi a great legendary pokemon if you think it isn't you're stupid!

Ninetales is mystical, but not legendary. Arcanine is canon Legendary, but metagame not.
