Added: Emerald tutor moves.
Changed: Static pages now have a .bzt extension. This is probably a bad idea considering the pain it will be if any of them ever turn into dynamic pages, but I don't have a better solution.

Fixed: .bzt pages don't drop the extension when their URLs are passed to static.pl.
Fixed: Links in dexinfo pointed to dex.pl instead of /dex.

Changed: Pokemon pages now use a new pokemoves table.
Added: SQL::move_tms function which fetches a hash of moveids and the TMs they correspond to. tm_list is essentially deprecated now.
Added: SQL::get_pokemon_moves to fetch the moves a Pokemon can learn, from pokemoves.
Fixed: announcements block was still shown even if there were no announcements.
Fixed: thread filtering now shows the thread unfiltered (still with an error) if a nonexistant username is given.
