True. These are only on paper, though. Nothing is guaranteed to actually work out exactly as planned.

Focus Sash=Leaves you with 1HP left if the attack would one-hit you at full HP
Enveavor=Brings you down to the user's HP(in Rattata's case, 1)
Quick Attack=Goes first(unless user uses Protect or has higher speed while also using a high-priority move)

Now that I think of it, there are a few ways, by cheats, to avoid this.
1. Make rattata a rock/ground/steel type
2. Negate the effects of weather altoghether
3. OHKO 100% of time, meaning endevor kills garchomp

Other than that, there are no ways that I can think of to avoid sandstorm with rattata.

With an AR.
