pokedex (the command-line program) has changed for the better!
After installing it, you can run pokedex setup to stuff the data and a lookup index in a standard location. (You have to run this with the same permissions you used to install pokedex in the first place.)
Also, csvimport/csvexport are now named load/dump. They know where the CSV is located and try to load it into a SQLite database in the pokedex install directory by default. To override, use pokedex load -e mysql://user@host/db.
