Prankster is a pretty awesome ability to have, any whimiscott will attest to that. What I want to know is if prankster actually makes appropriate moves count as "priority moves"

and more importantly if that makes them subject to the effects of the "quick guard" defensive move.

Quick Guard doesn't block Prankster-induced "priority" moves. I just tested it with a Prankster Cottonee's Stun Spore against a wild Mienfoo using Quick Guard. It hit as normal.

Sounds like it doesn't actually raise priority, then, just gives moves sub-priority? Like a permanent Quick Claw.

According to poccil (of the Ultimate Pokémon Center), Prankster raises the priority only temporarily while determining priority. Quick Guard doesn't take this into account.
