Changes the weather to rain for five turns. Increases all water damage by 1/2. Decreases all fire damage by 1/2. Makes Thunder a guaranteed hit. Halves the damage of Solarbeam. Prevents Frozen Pokemon from thawing. Halves the effectiveness of Morning Sun, Synthesis, and Moonlight.
